At their April meeting, Robert Middlebrooks was re-elected as Board Chairman and Robert V. (Bobby) Owens, Jr. was elected as Vice Chairman of the Board of Directors of The Outer Banks Hospital. Both are residents of Dare County.

Middlebrooks has served on The Outer Banks Hospital Board of Directors since its inception and has served as Chairman for the past four years. Middlebrooks is a retired Naval officer and has served as Chairman of the Outer Banks Tourism Board, Vice Chairman of the Dare County Social Services Board and a member of the First flight Centennial Commission. He holds a master’s of public administration degree from Golden Gate University and is an independent management consultant.

Owens has served almost 40 years in various leadership and civic capacities in the region and state including a current term on the North Carolina Utilities commission and the Pitt County Memorial Hospital Board of Trustees. He is a past chairman of the Dare County Board of Commissioners and was awarded the Order of the Long Leaf Pine, the highest service award that can be given to a North Carolina citizen. Owens is a graduate of Manteo High School and East Carolina University. He replaces Bob Spivey of Windsor as Vice Chairman of the hospital board.
